Government Funding for Fertility in Quebec

Reviewed September 3, 2026. Quebec's Programme de procréation médicalement assistée has operated in its current form since November 15, 2021, with additional services added in March 2024. Coverage is based on the insured service list and patient eligibility; it is not a general promise that every fertility-related charge is free.
Eligibility
The program is open to eligible couples and individuals insured by Quebec's public health plan who have infertility, an inability to reproduce, or a qualifying risk of transmitting a serious hereditary condition. Participants must generally be at least 18, must not have undergone voluntary sterilization, and must not already have used insured services for another assisted-reproduction project under the current program.
For a patient undergoing treatment, assisted-reproduction treatment must begin before age 41 and embryo transfer must occur before age 42. A licensed assisted-reproduction centre checks eligibility with RAMQ after the fertility evaluation.
Insured IVF services
One IVF cycle is insured for life. Depending on medical indication, it may include up to two ovarian stimulations, one retrieval, standard laboratory services, ICSI, assisted hatching, one donor-sperm straw, one surgical sperm retrieval, qualifying embryo biopsy and preimplantation genetic testing, one year of storage for additional embryos, and transfer of each fresh or frozen embryo created in that insured cycle.
Services outside IVF
- Oral or injectable ovarian stimulation outside IVF
- Up to six artificial inseminations per live birth
- Up to six donor-sperm straws for life from a Health Canada-accredited bank, one per insemination
- Medical fertility preservation before gonadotoxic treatment or removal of ovaries or testicles, under the program's age and storage rules
Medication and patient-paid costs
Medication listed under the public prescription-drug plan is covered according to that plan's parameters. This is different from saying every fertility prescription has no copayment. Patients may pay for services outside the insured list, storage after the first insured year, purchased donor eggs, or treatment after using the insured entitlement.
Separate Quebec tax credit
Revenu Québec also administers a refundable tax credit for qualifying IVF or artificial-insemination expenses. The public Revenu Québec page currently points taxpayers to the applicable tax-return guide and form. Because the calculation and eligibility conditions are tax-year specific, confirm the current form rather than treating an older percentage table as a guaranteed 2026 amount.
